President of Kyrgyzstan signs law on accession to Convention on the Transfer of Sentenced Persons

Kyrgyz citizens may be transferred from prisons in other states to their home country.

President of Kyrgyzstan Sadyr Japarov signed the Law on Accession to the Convention on the Transfer of Sentenced Persons. This law was adopted by Jogorku Kenesh in December last year, the press office of the President of Kyrgyzstan reported.

After the law comes into force, Kyrgyz citizens convicted in other countries may be extradited to their home country. Sentenced persons may only be transferred between member states of the Council of Europe and the Parties to the Convention.

Under the Convention, a sentenced person may be transferred to another country to serve the sentence imposed only with the consent of the sentenced person and both states. In this case, the sentenced person may only be transferred to the country of which he is a citizen. Each country may grant pardon, amnesty or commutation of the sentence: the sentencing state and the administering state to which the sentenced person was transferred.
