The Ministry of Education and Science (MES) of Kazakhstan came up with a proposal to put 37 universities on the list of entities not approved for privatisation. The draft with amendments, developed by the Ministry to be brought in a Government resolution, was posted on the Otkrytye NPA portal on January 18.
The project initiators noted that this society-oriented event was designed to implement the instructions of President Kassym-Zhomart Tokayev given at one of the meetings of the National Council of Public Trust. In this case, this refers to a taboo on the sale of state universities in Kazakhstan.
The list of entities not approved for the transfer to the private sector includes entities of the road, rail, power and pipeline sectors. Education professionals intend to add controlling stakes in universities to the list, including Al-Farabi Kazakh National University, Abai Kazakh National Pedagogical University and K. I. Satbayev Kazakh National Technical University, among others.
The explanatory note to the project says that in the long term, the project interventions will allow boys and girls from socially vulnerable families to take part in education grant competitions within established quotas. The public is encouraged to exchange views on the project until January 29.
