Kyrgyzstan declares state of emergency in energy sector

President of Kyrgyzstan Sadyr Japarov decided to declare a state of emergency in Kyrgyzstan’s energy sector till the end of 2026. The Decree will come into force on August 1, 2023, the press office of the President of Kyrgyzstan reported.

The decision aims to address the serious challenges faced by Kyrgyzstan due to climate change, water scarcity in the Naryn River and insufficient generating capacity with a rapid increase in energy consumption.

The Decree envisages taking emergency measures to cope with the energy crisis. The Government of Kyrgyzstan was instructed to authorise the Ministry of Energy to select and allocate the plots of land intended for the use of renewable energy sources and then transfer them to the Green Energy Fund.

In September, the Ministry of Energy must terminate the rights to use the plots of land intended for the construction of energy facilities if they are not used for their intended purpose or the development of a feasibility study, design and construction has not started.
