The honored lawyer of the country stressed that the sovereignty gave the state full independence in domestic and foreign policy.
The Declaration of State Sovereignty of Turkmenistan was adopted exactly 30 years ago. The relevant document has played a significant role in scientific theory, domestic and international relations of the country. On August 22, as a part of the interview for the «Golos SNG» online radio, professor, honored lawyer of Turkmenistan Murad Khaitov told about the peculiarities and role of sovereignty in modern reality.
He pointed out that the modern statehood of the country originates not only from the Constitution adopted on May 18, 1992, but also from the Declaration of State Sovereignty adopted on August 22, 1990. According to Khaitov, the document granted Turkmenistan full independence in domestic and foreign policy. The process also determined the absolute rights of the Turkmen people to the land, natural resources, oil, gas, and other minerals.
— Sovereignty determines the ability of the people, as the bearer of the supreme state power, to independently form and realize their will, — said Khaitov.
He noted that the Constitution also proclaimed the people to be the only source of state power.
The professor emphasized that in 1990 Turkmen authorities initiated work on the preservation of state sovereignty.
— The revival of the institutions of state-building, civil consciousness was started. The work was aimed at improving the standard of living of the population and modernizing public administration. Specific attention was attached to ensuring military, economic, food, and environmental security, — said Khaitov.
The lawyer underlined that within 30 years of sovereignty, the external activities of Turkmenistan have been commended by many world structures, in particular by the UN. The expert also noted that Turkmenistan actively protects the interests of its citizens and aspires to establish equal mutually beneficial relations with other states.
