The National Commission on the State Language and Language Policy led by Melis Murataliev drafted the resolution on the Kyrgyz language requirements. This document is a continuation of the Law on the State Language, adopted in June 2023, that strengthened the role of the Kyrgyz language in public administration, education and the media, Kaktus reports.
The new requirements provide for B1 language proficiency level starting 2025 and B2 level starting 2027 for civil servants.
Employees of education, healthcare and other public institutions must reach B1 level by 2026 and B2 level by 2028. Representatives of the ethnic minorities are required to reach A2 level by 2026 and B1 level by 2028.
2025 is declared a transition period, when the absence of a language certificate will not entail staffing implications. The Ministry of Education introduced mandatory testing in the Kyrgyz language for applicants to institutions of higher education and plans to hold transfer exams in schools.
