On October 2, President Kassym-Zhomart Tokayev focused on the need to improve competency of civil servants in his Address to the people of Kazakhstan. He noted that the problem remains urgent and requires special attention. All appointments should be distributed solely in accordance with the professional and moral qualities of candidates, as well as with their past performance, the press office of the President of Kazakhstan reported.
«Nobody has cancelled the principles of meritocracy,» the President of the Republic emphasised.
The President of Kazakhstan informed that all government agencies will be connected to the personnel data system, which should facilitate personnel process automation at budgetary institutions. Tokayev highlighted the need to dramatically improve efficiency in public administration.
Kassym-Zhomart Tokayev added that since the introduction of the «listening state» concept 5 years ago, interaction between civil society and government has improved significantly. New mechanisms of opinion expression and platforms for dialogue were set up, which normalised communication between civil servants and citizens.
