Kazakhstan plans to tighten requirements for driving schools

Deputy Minister of Internal Affairs of Kazakhstan Igor Lepekha believes that the permitting procedure needs to be brought back instead of the notification procedure.

Deputy Minister of Internal Affairs of Kazakhstan Igor Lepekha shared plans to bring back licensing for driving schools, Zakon.kz reports.

He noted that driver training poses a serious problem. Currently, the Ministry of Internal Affairs has no control over this process, and the notification procedure is in effect instead of the permitting procedure, which negatively affects the quality of training. Previously, the Ministry thoroughly inspected driving schools prior to opening, but now it is enough to notify about the start of work.

“We say we need to get back to the permitting procedure so that we can control the training process – from the moment a person comes to a driving school until the moment he receives a driver’s license,” Igor Lepekha said.

The Deputy Minister noted that this proposal is supported by the Association of Driving Schools that also stands for tightening the requirements. He emphasised that some driving schools do not ensure an adequate quality of training, contributing to unfair competition. Various ways of addressing this issue are currently under discussion.
